FB777 Briefing: Legal Age for Online Betting, Set at 21

By FB777 Editorial Team

  • 21+ is the desk rule
Philippine casinos admit adults aged 21 and over. Each briefing is written for them.

The legal age for online betting sits three years past eighteen, at 21, and no brand can close that gap. PAGCOR sets it for every gaming venue and every online platform. Below: the age rule, the other four bars, the meaning of POGO, and the signs of a site that ignores the lot.

What it is. First on PAGCOR’s list of people kept out of casinos and off online platforms: anyone below 21. Its stated legal basis: PD 1869 with RA 9487’s amendments, plus Civil Service Commission Resolution No. 2600111.

Why it matters. Eighteen is the age for many things in the Philippines, which is why the question keeps coming up. For gaming, it is the wrong number by three years.

What to do. Treat 21 as the floor on any site, and treat a site that lets an 18-year-old through as a site to leave.

Casino age limit Philippines and the four other bars

Age is one line on a longer list. PAGCOR’s page names these groups as unable to play anywhere it licenses:

  1. Anyone younger than 21.
  2. Public officials and employees, whether national, local or autonomous-regional, including staff of state and local universities and of chartered GOCCs.
  3. Members of the AFP and the PNP.
  4. Anyone posted to the NDRP, the restricted-persons database that also holds self-excluded players.
  5. Licensees’ own staff, together with GEL holders under PAGCOR’s Gaming Employment License scheme.

PAGCOR’s RG Code of Practice, in its version 6.0, goes further, handing operators a set closing line that names the 21 floor and asks players to keep it fun.

No brand sets its own age. The fb777 legal age is PAGCOR’s 21, and this site’s footer prints 21+ on every page. Anyone who meets the age still needs to clear the list above before the FB777 register steps for adults apply to them.

What it is. Online gaming is legal on platforms PAGCOR licenses, and its advisory of 12 April 2023 warned that players who join unlicensed gaming are open to legal penalties. For checking, PAGCOR offers its Guarantee site, live since 18 June 2025, plus two PDF lists of registered brands and domains whose latest editions are dated 20 October 2026.

Why it matters. Legality attaches to the platform and the domain, not to a game’s name. A JILI title on an unlisted site is still on an unlisted site.

What to do. Copy the domain from your address bar and search for it, exactly as typed, on pagcorguarantee.ph or in the two lists.

POGO meaning: offshore operations, not local play

PAGCOR’s home page calls them Philippine Offshore Gaming Operations, or POGOs. When letters and texts began saying POGOs would reopen, PAGCOR answered on 2 February 2025: no truth to it, and a warning against the disinformation. PAGCOR’s remote-operations page also carries an old-framework register of cancelled offshore operators and their service providers. The practical takeaway: a text or post announcing that POGOs are back repeats a claim PAGCOR has already called disinformation.

Red flags to watch for

Red flagWhy it matters
Sign-up accepts an age under 21PAGCOR’s rule is 21 on every online platform
A PAGCOR logo with no matching domain on the listsPAGCOR has warned about sites using its logo without permission
A “certificate” link to a verification sitePAGCOR named counterfeit-certificate sites in a public notice

Spotting the logo and certificate tricks has its own briefing: how to spot fake online casino sites. The words a promo uses are decoded in the casino terms glossary for promo rules, and stake sizing is in casino bankroll management for adults. Every briefing is indexed on the FB777 blog desk.

How to Get Started

  1. Check the age before anything else

If you, or the person asking, is under 21, the answer is no on every online platform. No promotion, trial account or agent changes that.

  2. Check the platform against PAGCOR's tools

Take the domain from your address bar and look for it on pagcorguarantee.ph or in PAGCOR's two PDF lists.

  3. Check whether you are on a barred list

Age is not the only bar: public officials and state employees, soldiers and police, licensee staff and NDRP names are all out.

Desk Questions, Short Answers

My brother just turned 18. Can he bet online?

No. Twenty-one is PAGCOR's floor, in a casino building or on a phone. Its RG Code of Practice even makes operators print that under-21s are not allowed to play.

What is the FB777 legal age?

The same 21 that PAGCOR sets for every online gaming platform. No brand can lower it, and this site's own footer carries a 21+ line on every page.

What does POGO mean?

Philippine Offshore Gaming Operations, in the words of PAGCOR's home page. A register of cancelled POGOs and their service providers, kept under PAGCOR's old framework, sits on its remote-operations page; on 2 February 2025 PAGCOR also denied that POGOs would reopen.

Is online gambling legal in the Philippines?

Yes, on platforms PAGCOR licenses, for adults of 21 and up who are not barred. Elsewhere it carries legal risk: PAGCOR's April 2023 advisory said joining unlicensed games is itself punishable.
